DONATIONS - Political Action Committee (PAC) & Legal Defense Fund (LDF):
These are optional donations that support a number of key functions and benefits for landlords in Washington State. 2024 was a tough battle in terms of legislation. We couldn't have done it without the support of our members. One of the major bills we were able to fight in 2024 was Rent Control. This year, Rent Control will be brought back into the legislative session, so it's imperative that we make every attempt to fight Rent Control again in 2025! Your donations go to help in fighting bad legislation that has an impact on our industry!
HB 2114 - Rent Stabilization Bill, AKA Rent Control Bill was killed in the Senate Committee (2024). This bill had:
- 7% Cap on Rent increases
- 1.5% cap on Late Fees
- Landlords being sued under the Consumer Protection Act
- and more

Meeting Topic for January 14th: The Stages of the Renting Process.
Finding quality tenants through advertising, screening & how to prepare for the lease signing appointment.
The renting process involves advertising your property, having a list of rental criteria, and screening. There are many rules and regulations for advertising and what you are allowed to have in your criteria, as well as denying an applicant if they don't meet the criteria. The last segment of the meeting will end at the lease signing and what documents the landlord will need to have prepared after accepting a tenant.
Any questions you would like to have addressed at the meeting, please submit in advance to [email protected]
Speakers: Katrina Christoffersen | Tacoma Office Manager & Julie Wochholz | Olympia Office Manager

The Importance of having a Written Set of Criteria for Applicants!
by Marcia Gohman of the National Tenant Network (NTN)
You are required by law, in both Oregon and Washington, to have written criteria. This criteria should inform the applicant about the requirements needed to be accepted for the property. It should also inform them about things that could result in a denial.
Please see the following link with additional information on Tenant Criteria
WLA Lobbyists Report (excerpts):
Session & Primary Election Update
from Chester Baldwin & Mark Gjurasic
- Sunday, April 23, marked the final day of the 2023 Washington State Legislature. This was a “long session” of 105 days which started on Monday, January 9 and included the passage of the three major biennial budgets of Washington State, the Operating, Capital and Transportation budgets. The Governor had 20 days after the session to sign bills into law.
- SHB 1074, which requires a landlord to substantiate the cost of any damages withheld from a tenant deposit with estimates received, invoices paid, or other specified documentation. Extends the timeline for a landlord to provide a statement and documentation for retaining any portion of a tenant deposit from 21 days to 30 days.
- The largest fight for Housing Provider space this session was over rent control, with 6 bills being introduced. The 6 bills include: HB 1625/SB 5615, HB 1388, HB 1389/SB 5435, and SB 5697. A coalition of stakeholders worked tirelessly to stop these bills from passing. Due in that part to this massive effort, all 6 bills died before the House of Origin Cut-Off, which is seen as the halfway point in session.
