COST: The meetings will be $5 per person. We accept cash or checks made payable to WLA. Sandwiches, chips and soda will be served.

Please let us know how many people will be attending so we know how much food and printed handouts to provide for all the attendees. WLA members can also bring non-WLA members as guests. The meeting cost will still be $5 per person for members and non-members.

There will be a 6pm speaker meeting once a month for 3 months beginning in October and will be held in Olympia at the Olympia Park, Arts & Recreation Center.

SPEAKERS FOR THE DECEMBER 3RD MEETING:
- Sean Simmons, CEO of A&D Specialists and Washington State Department of Health OEHS-certified Clandestine Drug Lab Cleanup Supervisor.
- Michael Gustavson, 50-year Kitsap County landlord with a wide range of experiences, including evictions for non-payment and/or rental acceptable behavior, 3-way tax deferred exchanges, condemnation sales and HUD remodels.
SPEAKER MEETING TOPIC - DECEMBER 3RD:
- Michael Gustavson will be discussing his firsthand experience as a landlord dealing with narcotics contamination in his properties over the past year and a half at a cost of over $350K.
- Sean Simmons will be presenting a primer to narcotics contamination in Washington, including: facts about fentanyl and methamphetamine; types of exposure and sources of contamination; applicable state regulations; the role of county governments; enforcement challenges; risks to tenants, workers and property owners; detection methods and technologies; remediation methodologies; and best practices for health and safety.

The Importance of having a Written Set of Criteria for Applicants!

You are required by law, in both Oregon and Washington, to have written criteria. This criteria should inform the applicant about the requirements needed to be accepted for the property. It should also inform them about things that could result in a denial.

Session & Primary Election Update

- Sunday, April 23, marked the final day of the 2023 Washington State Legislature. This was a “long session” of 105 days which started on Monday, January 9 and included the passage of the three major biennial budgets of Washington State, the Operating, Capital and Transportation budgets. The Governor had 20 days after the session to sign bills into law.
- SHB 1074, which requires a landlord to substantiate the cost of any damages withheld from a tenant deposit with estimates received, invoices paid, or other specified documentation. Extends the timeline for a landlord to provide a statement and documentation for retaining any portion of a tenant deposit from 21 days to 30 days.
- The largest fight for Housing Provider space this session was over rent control, with 6 bills being introduced. The 6 bills include: HB 1625/SB 5615, HB 1388, HB 1389/SB 5435, and SB 5697. A coalition of stakeholders worked tirelessly to stop these bills from passing. Due in that part to this massive effort, all 6 bills died before the House of Origin Cut-Off, which is seen as the halfway point in session.
