2024 Legislative Session Update
For the week of Friday, January 26th, 2024
Today marks the 19th day of the 2024 Legislative session in Olympia. On Monday, Governor Jay Inslee made a press release regarding the Pacific Coast Collaborative’s Vision and Action Plan. The Pacific Coast Collaborative was formed in 2013 by California, Oregon, Washington, and British Columbia to, “dramatically reduce greenhouse gas emissions and create a vibrant, low carbon regional economy by transforming energy systems, buildings, transportation, and food waste management.” The Vision and Action Plan outlines three pathways along with strategies and actions that will move the Pacific Coast region toward the vision of reducing embodied carbon through low-carbon construction:
- Pathway 1: Build regional demand for low-carbon construction
- Pathway 2: Encourage growth of regional supply of low-carbon construction materials and services
- Pathway 3: Build strategic partnerships
“Many people don’t realize the places where we live, learn and work are among our biggest sources of carbon emissions,” said Washington Gov. Jay Inslee. “As we see the ravages of climate change around us, we can no longer ask ‘if’ we should look for ways to decarbonize our buildings, we have to ask ‘how’ and ‘how fast.’ These low-carbon construction strategies are an important part of that effort.”
Legislative Session Upcoming Cutoffs
Lastly back to the logistics of creating/stopping legislation, our first cutoff is this upcoming Wednesday, January 31st, which will be the last day to read in committee reports (pass bills out of committee and read them into the record on the floor) in house of origin, except House fiscal committees and Senate Ways & Means and Transportation committees. Our next upcoming cutoff will be for those fiscal committees which will be on Monday, February 5th.
